First Impression - 8/10
Oh! I love the music. You've defiantly got me swaying in my seat. ^^ You should consider getting a shout box of some sort to stick on your main page instead of a guestbook, but either really works. You should consider putting what petz versions you have in your intro. I actually like your layout. The links on the side (moving) really amuses me, lol. Great choice on the template.

Updates - 5/5
You seem to update a lot, and with something that's actually worth mentioning. 

Main Page - 3/5
It's what a main page should look like, but it doesn't really have any eye candy on it. You see, I like to see a picture of a petz in the welcome message, or a cute little pixel below the updates. Try attracting your visitors more.

Navigation - 5/5
Nice and neat, nothing confusing, and so amusing. Haha.

Content - 10/20
You're trying, I know. Your site doesn't have anything that makes the visitor stay more than 5, 10 minutes. Try adding the basics like a find-it, more contests, and some shows. Then, from there, you can try adding something unique to make visitors want to come to *your* site in particular. 

Adoptions - 10/20
You don't have much of a variety to your adoptions, and there actually aren't that many. You should try editing the pictures to have a transparent background, or eye sparkled. It's not much, but it attracts people more for some weird reason. ^^ The no rules is great, you have a good form. You might want to consider putting a spot where people can put their site. You see, they like to show them off. 

Overall Organization - 7/10
You've got a good organization running on your site, nothing way out there, and nothing too "clean freaky: about it. The one thing that bothers me is the links. Is there anyway that you can put the links in hyperlink format? (should be a little globe with a chain link) Then you can enter the site name and have it link to the site url. Also, I don't think you need so many counters on the site. It's nice to know if people are visiting your pages, but at least put them at the bottom.

You have a nice variety, I didn't see any broken links anywhere on your site.

Amateur Points - 5/5
Your layout is something to fit your skill level, and  your site is definitely worthy of the title "petz site".

You've got a really nice start to a site going. It's nothing spectacular, but nothing to come back for. You need to add something to make people want to come back. It's a promising site, and with a little bit of improvement, I'm sure that you'll be able to grab the visitors that you deserve. Keep building your site up, and don't give up. A good site takes time to grow.
