Making outlined-petz in Gimp is very easy, just follow these simple steps.
Open up your petz image in Gimp, like always, and select the magic wand tool ( ). You want to select the white area around your petz picture.

Now you want to go to select > shrink and enter in 2: Larger for bigger outline, smaller for smaller outline.

Next, invert your selection. Selection > Invert (ctrl + I).

And finally grab the paintbucket tool ( ), select your color and fill in the area between the dotted lines and your pet.

If you want to, you can then make the image transparent, or add it to a litter picture.
